Trade turmoil, Chinese yuan reform, and subway bombs are not the ideal backdrop to an empty Treasury Department. Yet today, more than 18 senior officials there await Senate confirmation. As former AdTI Executive Director Cesar Conda notes, perhaps if Senator Baucus is not going to run the Treasury Department, he will lend it to George Bush and let him do so.
